Cracked paint needs full removal before painting over.
Exterior cracked paint is also known as alligatoring paint, peeling paint and flaking paint. They are all considered "terminal" problems which you must address before re-painting the exterior. Every example of this type of paint removal will require a considerable amount of time. The larger the area of paint that you need to be removed, the greater the expenditure in time and resources.
Instructions
1. Sand the cracked exterior paint with an open coat coarse sandpaper. An example is either a #40 grit or a #60 grit type. Remove all of the cracked paint in this way. Replace the sandpaper as the removal effectiveness of each piece diminishes. Plan on using many sheets of sandpaper, particularly if you are sanding entire buildings. Wire brush the curves and angles where the sandpaper cannot reach.
2. Scrape the paint off with a paint scraper. This is the most cost-effective way because you will only need one paint scraper to do the entire job. Wire brush any areas where the paint scraper cannot reach.
3. Power wash the cracked paint away. Pressurized water will dislodge even the most stubborn cracked paint. This will be the easiest of all the methods available. Allow the exterior to dry fully before you apply any paint. You can rent power washers from hardware stores in virtually every city.
